The plan of "4 + 5" Strategic Channel to the Outside World refers to:

To enhance Chongqing's capacity of opening to the outside world, four international transportation channels are planned, namely, Chongqing–Xinjiang–Europe, Chongqing–Shanghai–Pacific, Chongqing–Kunming–Indian Ocean and Chongqing–Shenzhen–Pacific;

To accelerate the process of building Chongqing into a transportation hub in Southwest China, five domestic transportation channels are planned, namely, Chongqing–Chengdu, Chongqing–Zhengzhou, Chongqing–Guiyang, Chongqing–Changsha and Chongqing–Xi'an;

By 2020, all districts and counties (including autonomous counties) in Chongqing will be 100% accessible by highway and 95% of them will be reached by railway. Meanwhile, the journey from Chongqing to the neighboring provinces and coastal cities will be shortened into four hours and eight hours respectively.
